The fact that people can develop a rap sheet at all is a failure of the system as it currently operates. If someone proves themselves unable or unwilling to be a civilized member of society then the correct course of action is to kill or exile them rather than continue to release them back into society to cause mayhem and sorrow.
Needs more context. Could be like the Waukesha guy who was innocently thinking up rap lyrics about reparations when his racist car decided to run over an entire parade of white kids. Maybe this guy was running from racist police and lost control of his knife, it happens.
