Idris Elba has a history of taking roles that allow him to act. He cares, at least a little, about his craft. He also appears to have enough pride to not take another man's sloppy seconds.
Roll the clock back twenty years, and I was in favor of a spin-off around the [recast, blackwashed] Felix Lighter. There wasn't a great established history there, and the man that was cast in the role of Felix could have, I think, played a convincing intelligence agent in the era they rebooted Bond in.

It's expected across an effective spy network to be able to infiltrate any possible enemy or ally. While "The spirit of English spymasters and espionage" should always be as English (and as Swiss) as he should be, if 004 were some Vietnimise middle aged goat, that's smart for the UK to leverage a way to infiltrate in that region and sure 004 could be Pu, Su Pu, as long as it pivots around the idea of being British Intelligence and Friends.
