A LOT of the fortifications for that war are still around and just lay unused or abandoned. If say they did try drafting and some people wanted to work against them, these places would be excellent guerilla bases.
And current governments are incompetent enough to not realise how vulnerable they are to that, hell the underground systems in most cities should be a reason NOT for governments to piss off their populous enough they consider direct action.
The problem is it takes a degree of competency to know where the maps are for these locations or even keep tabs on them.
The amount of hidden away people living in underground tunnels under major cities is something they just ignore. It wouldn't be that hard for a malicious actor to use those networks if they had to.
