The problem would probably be urban density that in order to work or get education you need to go to the cities, might be worth trying to relocate a place of higher education into a rural area to be a university town or enabling better Internet speeds nationally so you can work remotely.
Feminism is an issue but Japan's traditional values and laws on cheating undercuts a lot of their influence so more focus should be on how can you get people to spread out more into rural areas so they'd want to have more kids as I'm beginning to think cities are the biggest form of contraception!
