You'd have to go full authoritarian to do that, because there's no way all those women will vote to lose money.

My girlfriend votes the way I want her to. So men can totally control the votes of a significant portion of women. Also, the percentage of women who want kids would vote in favor of it. Also, men could just surround the polling places wearing loincloths and banzai headbands swinging their dicks around and women would be scared off.
