Sure, but remember, they're looking for HATE CRIME, not criminal acts inspired by hatred of some sort. Hate crime is defined as "anything we want it to be, and nothing we don't want it to be". And by that definition, it supports whatever BS statistics they want.

But obviously young black men are not 13% of the population writ large; granted maybe the area you live in could have as much as 26-30% blacks, otherwise young black men should nationally only account for about 5-6% depending on the age range specified.
