Ukraine was definitely already using bitcoin. In the capital city of Kiev, you can walk into a crypto store with a pocket full of money and walk out with a wallet on USB containing BTC (or Etherium).
IIRC, this law doesn't even legalize it. It wasn't illegal. This law regulates it for the government to tax and track it, which sounds like the opposite of more freedom for bitcoin.
What does that mean? Is bitcoin illegal in some countries?

It means that Ukraine is getting off the IMF's jockstrap and likely inching more towards Russia's sphere. If you on the IMF's dole, you accept dollars. It could also mean the IMF is falling under China's control (they've been working the IMF for a decade now) so Ukraine is going BTC as a hedge.
It's not like the people needed, or even requested, the permission of the government to trade cryptocurrency. This is the biggest "Literally who asked?" this year so far. Not that I'm advocating for Bitcoin. I personally think it's a scam.
