On the contrary, I view this rhetoric as an act of desperation. The fact that so many leaders all over the world are doubling down all of a sudden after the Omocron fear campaign didn't work is precisely because they can see they're losing their grip. Whatever this project is, it's falling apart in front of them and they're lashing out, throwing shit at the wall to see what will stick.
I think the vast majority of people thought they could sit on the sidelines and wait this out.
Now that we have 80%-90% of the population "fully" vaccinated and 100% mask compliance, and still the government is taking away rights, people are starting to realize they'll have to take a side.

The spark will be a single event. It will be some government action that is unacceptably horrible. It may be violent itself. It may be something as simple as the Pavlovsky arrest, but the kindling and fuel need to be ready.
I don't know if they are quite yet; people are still able to live. But these new lockdowns signal clearly that there is no end in sight and that might signal the end of public patience.
