I'll admit, this is a pretty ridiculous requirement for submarine, but it's not ridiculous if that same alloy is going to end up in use on land in on the side of a mountain in tibet.
Yeah, it does seem excessive. Although the old cold war paradigm does see them in service in the arctic a lot, and whilst most of the ocean up there is ~-1.8'C you can get localized sections of water flow that are much cooler because of surface freezing concentrating salt levels and forming a column of water that can cool much further without freezing. Although I'd guess that kind of process would reach -10'C at most in natural conditions, and the absolute max you could do just by increasing salinity is -21'C. So still excessive.
Nonetheless, you don't do this passive aggressive "I think I know better, but won't actually confront anyone about it" bullshit, and you sure as shit don't falsify the specs. As you say they could repurpose it for something that does need those specs, because they were specifically told it meets them, and then someone ends up very dead.
[Edit] Fuck, never mind. The US has plenty of nuclear subs, there's nothing to say they wouldn't be in contact with some emergency cryogenic cooling system, or they don't keep liquid O2 onboard for extended underwater operations. Those cold specs could very much have been necessary.
Or if it surfaces in the arctic and portions of the sub are in air that could potentially be much colder than freezing.
You also don't test for way out of the acceptable result not the acceptable result.
If the requirement seemed stupid, she had two options:
Ask for clarification. Maybe there is some circumstance in which the steel might be exposed to such temperatures, but maybe it's just to make sure the steel you're selling them is the same as the steel they requested. It's like the idea of biting a gold coin - you don't actually care about whether you can dent the coin or not, as long as it behaves like gold and not gold-plated lead.
Declare it's not her problem. Unless the requirements are physically impossible, she could have just smiled, nodded and given the Navy what they asked for. If meeting their exacting requirements is too costly, tell your boss that he needed a higher price on the contract.
It's like Van Halen and the brown M&Ms. For context, van halen would put a rider in their safety instructions that there needed to be a bowl of M&Ms with not even one brown one left in the bowl. this was there to ensure that their safety instructions were followed to the letter, and it was safe to take the stage, but if you were setting up the event, it would probably seem pretty bizarre.
Point is, if you're under contract and the customer asks for something outrageous, you do what's asked of you. If you absolutely have to question the group/person you're under contract to, do so, but don't pull some passive agressive bullshit like this...
