I've read a while back about a Soros founded group urging Romania to create better conditions for immigrants, of course the group was run by women. The "study" said that is not enough that you had temp workers from China that leave after a couple of years and temp workers from Hungary building roads but they need more immigrants from Africa and give them conditions to stay.

Basically the study was saying give more money and better conditions to immigrants then locals in order to make them stay.
