Unvaccinated hospitalized people count as Covid cases if they have tested positive at any point in the last few months. Doesn't matter if they actually have symptoms of Covid or have long since recovered.
Vaccinated hospitalized people on the other hand only count as Covid cases if they have acute Covid symptoms.

How are they counting "fully vaccinated"? How does this track with the general population? (not just hospitalized) Do we know that some hospitalizations aren't adverse reactions after being "partially vaccinated"? I wouldn't mind reading the full study, but we've had nurses out of Toronto tell us not to trust the hospitals' numbers.
What's more, are these cautionary hospitalizations where if you're unvaccinated they hold you? If so, what percentage of them are actually severe? Because I'm willing to believe they'd hold onto and watch a good 30-500 (1400ish across all generations out of 900k unless I'm mistaken?) people just to be safe", even though what they went in for was unrelated - and simply release the vaccinated with what they came for unless it was serious.
I don't expect these people to be honest with numbers because they've said it themselves again and again that they're willing to be disingenuous.

The graph doesn't include the partially 'vaccinated'. All of the jabs that are being given out, that I know of, come in two shots to be considered fully 'vaccinated'.
They're likely rolling up the partially jabbed into Unvaccinated and that would include those getting hospitalized for adverse reactions to the jab to pump up the numbers and increase the fear mongering.
