Farmers used to get blamed for their water usage because rural is always a safe target, and now the State is scapegoating the latest enemy. California draughts are entirely artificial. Delta smelts are endangered fish that live is the Sacramento area. The biome has radically changed to the point that the most die hard fish huggers admit the little fuckers can't be saved, so to save this fish California turns off the water pumps each year after two buckets of the minnows get sucked up. Half of California's useable water gets flushed into the ocean.

Recently it's been shown that the UAE has made an artificially induced downpour by spreading chemicals in the air, and are testing to use electricity. The US has undoubtedly been using this kind of technology for years by now.

Weather control is against several international laws if done freely for hostile purposes. A war crime. You need approval for the allowance to do so, as China got from the UN to ensure their olympics back then never had bad weather in example, even though that one was "peaceful" in nature.

And as we know, the USA has never circumvented international laws to do what they want. Upstanding international citizens. Never spy on their own people, never murder civilians in other countries especially those with no formal declaration of war, never do bioweapon-useable gain-of-function research, never use weather control as an aggressor tool....

Don't know if I see the issue. Given that 1/3 of the state's population lives in the LA metro area (and 10% of the state lives in LA proper), and you've got to pipe in 85% of your water, it seems like stealing water is commonplace.
