Start by fully defunding the pentagon and intelligence agencies. Then full purge, anyone who has made a cent off of doing business with China or Russia get put up for treason, same with any that have violated the constitution.
Forced diversity is the worst way to try to encourage cohesiveness in a group. You're basically just asking randoms to connect solely on the basis of species membership, which is just as dumb as expecting people to get along and have shit in common just because they're all any other "x".

Diversity of thought is pretty great, but diversity of ethnicity or sex does nothing to increase the pool of mental acumen. It just dilutes it, more often than not.
