He's not wrong. The IOC always makes unreasonable demands for the benefit of themselves and their sponsors, and governments keep selling out their citizens by agreeing.
The Olympics also sees a microlocalised Spike in costs months before lead up and usually years after on top of an increase in crime, theft, damages.
