the perpetrators of child sexual abuse, more broadly, are a variety of ethnicities

Which I did not think was in debate, particularly.

And in any event, the major problem is this: Other child rapists get arrested, get charged, get tried and get jailed.

Child rapists of certain ethnicities have their victims arrested for "child prostitution", which isn't even an offence in the UK, or their victim's families arrested, when they try to intervene.

Why would any rational actor stop when the state is going out of it's way to facilitate this barbarism?

Yep, it's the Ayn Rand thing again. Make everybody a criminal, then the state has prosecutorial discretion to only enforce that law upon it's enemies - and a pointed reminder to it's friends why they should do as they're told.

Your range of solutions, then, as a evangelical communist, are to reduce the number of people - purges upon purges - or reduce the status of most people until they become no more than cattle.

It doesn't matter that the nation was starving and bankrupt. Any true communist ideologue will just keep purging dissidents until all of the problems are solved.
