These are two ways of stating the same thing. If one group is smarter compared to another, then that necessarily means that the second group is dumber compared to the first. There is no gold standard against which to measure this sort of thing.
And it's not entirely accurate. These are about averages. On average, whites may be smarter, but this in no way says anything about the qualities of any individual white, no more than the higher IQs of Jews compared to whites says anything about individuals.
When a poor Asian with severe learning disability (without help) while putting minimal effort still surpass regular healthy brown/black students should be a major red flag. What is going on here? They have the exact same opportunity as anyone else.

Part of it no doubt is cultural - when Asian parents get mad at their kids for not being straight A students, while black kids get bullied by other black kids for 'acting white' when they do well in school, that no doubt has a huge effect on the incentives to do well in school.

NGOs will keep local industry from developing by handing out goods to warlords for distribution. Someone else will hand out support to the local government fighting the warlords, often the same countries and companies funding the NGOs supplying the warlords. It was a bad plan to take the losers of battles, make them more docile, and send them back to run a country with the force of western nations. With a start like that, it is no surprise that it is doing as well as Haiti.

There have always been strong trade routes between Europe and Asia. Sub-Saharan Africa has been increasingly cut off by the natural desertification since the roman republic. African and South American countries had difficulty trading with their own continental neighbors.
Be careful with the IQ analysis if you apply the US race categorization. I live in a city with hundreds of thousands of Africans that have come from literally all Africa. And you can see huge differences between them in educational achievement. Don't put them all in a "black" label. The US is a terrible influence in the world.
I wouldn't put too much stock in estimates of third-world IQ. The methodology tends to be shit. Also, even if it was good, while IQ in the First World is extremely heritable, that probably isn't true in the Third World -- actual poverty (not the BS American version where you only get limited minutes on your Obamaphone), including severe malnutrition and parasite infestation, takes its toll.
Genes define potential. The environment (which includes fellow species members) determines whether or not that potential is fully reached. If you're a potential genius surrounded by dumbfucks, you'll probably just be the cleverest dumbfuck of the bunch.
I highly doubt the people running the site are also the ones collecting the data. Chances are they’re simply compiling and publishing data that is provided to them. So in this case that info would more than likely come from the North Korean government.

North Korea on the other hand is a hermit country, no one goes in or out with out the explicit say so of the North Korean government. So you don’t really have a way of fact checking them.

Asians put a large emphasis on intellectual honor. This isn't always being smart, but being known as smart. This means you need to put in enough effort to at least look smart or get good credentials.
Blacks put much more emphasis on physical honor. This means wanting to look strong. And being smart often can make you look physically weak, so that's not something they tend to pursue.
Whites I'm not quite as sure about, but I would say the emphasis is on overall confidence. To be confident on a topic you need to know about something deeply, or at least pretend you do. And it's often just best to learn and study than pretend you know everything you need to.

You are asking the wrong question. Absolute intelligence is only relevant in situations where one attempts to solve novel problems. In a school setting it is valuable because you are constantly moved along between problems and using tools that you have never worked with before. In the "real world" you don't come up against a novel problem very often.
If you think of long-term evolutionary success as intelligence then we are the dumb ones.
The real question is who is better adapted to their environment? And I would argue blacks are better adapted to their environment than whites, at least in the US.
In my experience they have close to absolute racial cohesion. Has anyone seen a black person side against another black person in a dispute with a white person? I haven't and I lived in "diverse" areas for most of my life. Also they have very strict social penalties for any group member going against the black monoculture. While at the same time they fundamentally don't accept any non-black as "one of their own" even if they appear to on the surface.
From personal experience blacks in general are better at reading people and situations than whites, much better at shameless dissemination, and are good at using social systems to their advantage.
