The violence problem existed before the fatherlessness problem, though just how present black fathers ever were is certainly debatable. Such institutions, as most institution in civilized society, are white privilege.
They probably do so because they disprove the USA is like, super racist. I mean, if that was the case African/Caribbean immigrants would have it even worse, even if they're from the educated/wealthy part of society, since they would be both black and foreign, it doesn't make sense for racists to like foreign black people but hate black Americans.

Immigrants that worked their asses off to migrate also don't believe in welfare. They look at it as shameful.
