Another article said that the rifleman was defending a car dealership and some sort of confrontation broke out there. It still not clear why he was running away and those guys were chasing him but if you believe the rioters (and I believe communists about as far as I can throw them), he may have shot a rioter peaceful demonstrator and then the mob started chasing him.
We'll see more of this.

Confrontation between the two groups. Future victim A gets in the shooter's face and yells, "Shoot me, nigga! Shoot me!"
Victim A chases shooter, throws a Molotov cocktail at him. Shooter shoots him and gets him in the head.
