From what I can tell, this is what happened before:

Confrontation between the two groups. Future victim A gets in the shooter's face and yells, "Shoot me, nigga! Shoot me!"
Victim A chases shooter, throws a Molotov cocktail at him. Shooter shoots him and gets him in the head.
