If I had to guess though, I'd say the majority got these ideas from radical political groups in college, and their teachers.

First of all: Marriage in it's current form does not fix the problem of children raised in single parent households and it will not fix this problem as long as no-fault divorce, alimony, child support and preferential treatment of mothers in custody-cases are a thing.

Not discounting the ample evidence that certain institutions are encouraging this bullshit, but another probable factor in the strong age specificity is that there's a correlation between lower age and higher risk taking behaviour and weaker impulse control. These riots are predictable, and we need police protecting our businesses downtown before they get ransacked. We have so many real problems like a heroine epidemic, homeless encampments all over the city, gang violence in specific areas, etc, but Polis is too weak to crack down on it.
