As someone who had the misfortune of working with the homeless I'm convinced that Duterte had the right idea. Their malice knows no limits and people who work for a living should be protected from it.
Yeah, I've dealt with tons of homeless too, and this liberal idea that they're all kind hearted victims is beyond parody. They're extreme narcissists who will harm anybody for any little gain. For the most part. Yes, some people do have some extreme bad luck before they get back on their feet. It's an exception though. Not the rule.
I mostly agree, but I've had people accuse me of being insane or worthy of execution because I have never been able to get a woman and have nothing worth living for.

TLDW: San Francisco receives money for its harm reduction program. San Francisco then passes out needles and drug items under the guise of "safe use", while doing absolutely nothing to get people in rehab or off of drugs. they have no incentive to get people clean because the less drug addicts, the less need for harm reduction programs, which means less funding.

This is kind of why charity doesn't really work from the giving side. If you solve the problem, you are now out of a job, so you are incentivized to keep the problem going for as long as you can. This doesn't even get into the fact that charities largely spend most of their money on advertisements and then six figure salaries for their administrators.
Outside of say, your local church, charity is a scam.

by and large, charity organizations are indeed a scam. my favorite example is digging into the financials of the American Red Cross.
I found local charities which have focused missions tend to be legit, and at the very least they're easier to assess yourself.
"Harm reduction" is literally what they call it in The Wire, just before the whoe thing falls apart.
They actually stole the name from a TV show where that name was used to show the audience how political spin machines work.
