Dark City had a better story. Matrix had better action.
But Dark City was science fiction with a smattering of action and and Matrix was an action movie with a smattering of sci fi, so that's understandable.
In my personal opinion Dark City is by far the superior movie. Although only if you watch the Director's Cut. The Theatrical Cut basically ruins the movie.

I remember my dad renting it on VHS and watching it with us. I don't remember much about it other than the main character had to take over someone's life to "live" in the program and that ultimately the 13th floor was the admin control panel.
This is off topic but last year I got an old nostalgic yen for a Hugs juice drink. I bought a box of the Hugs juices. My word it was all sugar, how did/do we sell that to children?
It's an awesome film with an absolutely mind-warping twist two-thirds of the way through.
I always felt like Craig Bierko should have had a much more illustrious career, he played the role so well as the lead.
The movie was basically very layered like Nolan's Inception well before Inception, but worked off the premise of life inside a sim that was introduced in the 1997 movie Nirvana with Christopher Lambert.
I think about The 13th Floor often because we haven't had any movies quite like it since, other than Inception, but Inception is a different beast about dreams, whereas The 13th Floor was about sentient AI.
I saw that Tubi has it and put it in my queue to watch. I need to watch Nirvana. Have you ever read UBIK by Phillip K Dick? Makes me wonder if Inception took a little inspiration from it

Reading the synopsis definitely seems like Inception borrowed from the general concept. Also sounds like Dick borrowed a bit from Burroughs' Naked Lunch with that one.

Great movie and premise. I can see it happening in real life in the next few decades as AI and VR tech advance.
