Yes, they occasionally shut down a forum and maybe catch the admins but the CP material stays online on various filehosters because law enforcement doesn't actually ask the filehosters to take it down even though continuously deleting uploads would actually kill those forums permanently. The way it is now a forum gets taken down and another takes its place with the very same filehoster links that were used in the now dead forum.
They don't give a shit about CP. It's only used as an excuse to enact surveillance laws.
