One of the more important factors is what you point out in No. 2.... that maybe, just maybe being a Ukrainian refugee she has no clue how joggers actually operate because she has not been to the U.K., or the U.S., and is not familiar with how they operate in those regions, and maybe, just maybe her ignorance led her to being relaxed around the monkeys.
But this is all working on the assumption that:
She's completely ignorant of joggers in any regard and has had zero cultural osmosis through media about their behaviour (which is somewhat possible, but it would be quite the turn around if she had jogger music on her phone, eh?)

From what I have seen ACTUAL residents of DC LOVE the national guard being there, love able to walk the streets with ease. The protesters seem to come from OUTSIDE DC.

The photo of 'her' in her room with friends and BLM banner isn't confirmed to be her. A lot of it is SAID it's her.
