Because Americans are human and prefer to be treated as such. That means reasonable hours, wages, and things like breaks. On top of it, they are usually pretty averse to committing immoral or evil acts for work, or seeing it happen around them.
As such, its literally impossible for the workplace these companies want to be given to Americans. And instead of making them compromise, decades of politicians compromised to them.
Why can't products be quickly or efficiently produced here?
Efficient = paying wages that are only possible if you leverage them against hell on earth (aka living in India)

Stiffing regulations and bureaucracy designed to make mass production in the US unaffordable.
Can’t treat your workers like indentured servants (if they’re lucky) without a mob of angry people with guns showing up at your door.
