Well yeah when the left turns agencies into a weapon against their political opponents, and then that's not allowed anymore, that's what it looks like.
The solution of course is to just not try to use regulations as a club to hurt people you don't like, but this will occur to no liberal, ever.
And an investigation never really ends. It's suspended until the evidence "we just know exists" just conveniently "turns up" or until someone makes up fake evidence.
Fact is anyone in a high position whether government or private industry is going to have a million conflicts of interest. It's inherent to politics. I'll go even further and say pushing your own interest while in power shows you're actually sincere about your goals. You would expect someone who owns a revolutionary satellite internet company to use all power at their disposal to promote their own technology because they truly think it's best for the country. Imagine if we voted in a rail baron as president in the 1800's and then people complained "Wait, you think the whole country should be covered in railroads? Isn't that a conflict of interest? You have to represent horse and buggy voters too!"
That's not a conflict, that's a note of something interesting.
Or, it WOULD be interesting, if they provided names. "Elon Musk" has, as far as I know, a pretty squeaky clean record. BUSINESSES which have him in some leading capacity, however, can make enemies over time. 11 agencies that are against Elon, himself, and who dropped their actions against Elon, himself, would certainly be interesting!
Let's hear the names! ...Are there names? Which leaders of which agencies are corrupt here? Dropping investigations for favorable treatment is an attempted bribe, the conflict isn't on Elon's side, it's on these agencies' side, so WHO WAS IT, NPCs?!
