Japan has very very few public trash cans , and the place is still tidy because people bring the trash back home with them rather than mess up the streets.

The last time the municipal gov installed brand new trash cans around the local gypsy ghetto, multiple have been completely destroyed within a week, and the ones that still worked (weren't literally torn off their mounts) were dented.
