This isn't really true, but I'm not surprised OP is confused with how the media is handling this press release from the DOJ. Apologies for the long sticky, but I believe it's necessary.

3 People have been charged with "murder for hire", "conspiracy to commit murder for hire", and "money laundering conspiracy" regarding a US journalist (who originates from Iran). Not Trump. Their names are as follows:
The DOJ press release does not state the two US citizen's religiosity or ethnicity.

I think the media is conflating Rivera and Loadholt with the two targets of surveillance. They are not clearly involved with any attempt on Donald Trump's life. Shakeri is not charged with any crime related towards actions against Donald Trump.
Let's be honest, the sentence is ambiguous on purpose. The editors of that article absolutely know what they were doing and should have rephrased it to avoid any ambiguity.

This is just one in a long list of examples of why the Oxford Comma was important, and why the arbitrary removal of its usage was retarded.
Its removal was never a thing. Just like "woozyface" isn't a thing. Put it in a legal document, and claim that it's totally a thing, and the lawyers will just kick your ass out of the bar. Multi-million-dollar court cases have been over people NOT using the Oxford Comma, because it totes was removed as a totally real thing, when in reality they were just lazy bastards who didn't want to spend literally 3 milliseconds tapping a comma key on a keyboard.

Sounds to me like three were arrested; two Jews and an Iranian, as mentioned, but for different things.
But, again, it's so muddied I don't know for sure.
