This is bad headline construction because the media can't English.

The assassination targets were:

Trump
Masih Alinejad (Iranian-American journalist)
"Shakeri told federal investigators that he was also tasked with surveilling two Jewish American citizens residing in New York City and was offered $500,000 for the murder of either victim."

The people charged were:

Farhad Shakeri (Iranian asset)
Carlisle Rivera (hitman, Brooklyn)
Jonathon Loadholt (hitman, Staten Island)

Edit: And icing on the cake:

Shakeri said the Iranian government told him it would be easier to try to kill Trump after Tuesday’s election, because they believed he would lose, prosecutors said.

This is just one in a long list of examples of why the Oxford Comma was important, and why the arbitrary removal of its usage was retarded.

Its removal was never a thing. Just like "woozyface" isn't a thing. Put it in a legal document, and claim that it's totally a thing, and the lawyers will just kick your ass out of the bar. Multi-million-dollar court cases have been over people NOT using the Oxford Comma, because it totes was removed as a totally real thing, when in reality they were just lazy bastards who didn't want to spend literally 3 milliseconds tapping a comma key on a keyboard.
