Imagine there's a federal election at the same time. Don't elections in the US have all candidates on one ballot? You just not fill in the federal and state ones? What if you do? Do they stamp your ballot with "NOTE: AN ILLEGAL'S BALLOT" so they don't count the federal and state ones?

Maybe municipal elections are on a separate ballot? Otherwise the state would have to print combination ballots for every single municipality. That sounds needlessly complex. Or municipal elections are being held at a different time? Dunno, just guessing.

Municipal elections are not on a separate ballot in Maryland, no. It's comprehensive.
The honor system
