There's a Jewish temple in my town and repeatedly puts the Israeli flag over the state flag. It sits like that for a couple days until the local government finally gets around to forcing them to correctly place their stupid Jew flag underneath the state flag. It stays correct for awhile and then the Jews swap it again, repeating the process.

I'm confused. Why on earth is your local government interfering with what flag goes where?
Enforcing the jurisdictional supremacy of the local government is one of few actual legitimate functions of government.
Putting their flag below a foreign flag is clearly a defiance of the local government's local supremacy.
Is there a law against it? I doubt it. If there is, it's uncommonly silly. I don't regard any government as my overlord.
