I'm confused. Why on earth is your local government interfering with what flag goes where?
Enforcing the jurisdictional supremacy of the local government is one of few actual legitimate functions of government.
Putting their flag below a foreign flag is clearly a defiance of the local government's local supremacy.
Is there a law against it? I doubt it. If there is, it's uncommonly silly. I don't regard any government as my overlord.
