Well it can be both at the same time, rich people AND israelis are prioritized. And besides she said half the patients were israeli and one of her israeli patients admitted that any israeli gets this benefit and also even if you went by the idea that "it's just rich people" the conclusion that can be made from that is that most of the rich elites are jews .
