How can two governments at war with one another commit terrorism? When the USA went to Iraq, were they terrorists? When the USA went to Afghanistan were they terrorists? Labeling people who have grief with the government as terrorists, is pretty weak as a term to begin with. The term is meant to dehumanize your enemies.
