Got nothing against the thoughts, it's EVERYTHING about the action. Choosing to act on it and rape (since an older person in their 20s having sex with someone before age of consent is rape) deserves punishment.
Since this is age of consent, the punishment varies on place, if you had a teacher having sex with a 17 year old student in the states, that's likely prison, a lot of Europe, disciplinary action and probable dismissal. No matter what because of the teacher/student dynamic it's just inappropriate at least, coercion at worst, if you're talking about trying to infantilise AFTER age of consent and there isn't this dynamic, that's retarded.

But you do have to set it somewhere. The punishment should be graduated based on the age of each side. So no a 13 year old isn't the same as a 5 year old. Still gross
I will agree as pre pubescent child is WAY different to teenager but we can't let it be known punishment wise and we should act like ANYTHING before age of consent if your in your 20s and more gets the axe.
Why? Because when people KNOW that a crime isn't going to be punished as harshly anymore, they tend to do the crime more and more and push the boundaries. It's bad enough people do that with looting and stealing, I DO NOT want that same attitude applied to sex.
We have age of consent laws that we agreed to as a society and for they're not hard to abide by. Don't have sex with someone older till this age.
If men get harshly punished for having sex with someone a year below that age, same punishment for women. Saying anything else is giving preferential treatment by gender.
If you don't agree with that, change the law. But for that you'd need public approval and sure you'll get it probably in far left areas but EVERYONE else will probably oppose you.
