Officers arrested one suspect, 30-year-old Cordell Maurice Goosby, a short distance away from the scene and recovered a firearm. Goosby told authorities that he thought he saw a gun in the car and reacted by firing his handgun into the vehicle, court documents show. But additional video revealed that there was “no interaction between the victims and the suspect in the preceding block, prior to the incident.”
Kwon, 34, and her husband Sung-hyun Kwon, 37, were stopped at the intersection when a suspect ran up to the driver’s side of the vehicle before firing and running away, according to court documents. Both victims were sent to Harborview Medical Center, where Eina was sent into emergency surgery so her baby could be delivered. Both Eina, who suffered multiple gunshot wounds, and the baby died at the hospital. Sung-Hyun, who was shot in the arm, survived his injuries.

Considering his previous conviction, I'd bet he went in for a robbery and when he saw an asian couple he decided to turn a robbery into a double murder for fun.
There was a case in Toronto over a decade ago that spawned the "slutwalk" "protests," wherein women marched topless in retaliation for a cop advising them to avoid dark alleys while wearing promiscuous clothing if they didn't want to get raped. I'm pretty sure that event also popularized the term "victim-blaming."
Anyway, that cop was and is right. If you want to minimize harm to yourself, avoid areas where harm is more or most likely to take place. That goes for anyone and any potential crime. Do you walk around in the Baltimore projects juggling diamond rings? Fuck no. Same principle applies to everything... yes, even dat booty, slutwalkers.
90% of crime is purely impulse(because the average criminal is of such low IQ they are incapable of planning.) Little things can mean the difference between being a victim and completely passed over.

I didn't even know this was a thing. I live in a "major city" and people drive Teslas in bad neighborhoods. (perhaps not model S) Things must have gotten far worse than I imagined in other cities.

Exactly, telling someone to avoid danger is not excusing dangerous persons' behaviour. They're not mutually exclusive.
