I'm pretty sure that anything where a car manufacturer puts a limiter on a car like this, you will be able to hack it to take the limiter off.
Probably. Watch them make it illegal to do so though. Then it just becomes a matter of how trackable and enforceable it is.

I only know BMWs. Normally it is pretty easy to turn on and off factory options and seat belt chimes and DVD playing and autolocking. You need a bit of pir8ed software and a soldered or ebay cable, but that's all. The question is what will they do in the case of DLC BS to prevent what you can do now.
