It didn't work, a lot of the land they created is STILL unsold, it's changed the currents and is slowly being eroded. The transportation design for the palm is a clusterfuck and they ended up cancelling a third one planned because of the outcome of the previous 2.

The second one, Palm Jebel Ali, was in construction when the 2008 financial crisis hit and frozen from that time. The third one had very little work done but is being slowly built out over time, not as residential.

Police then killed over 100 protestors by opening fire on them. Protestors produced proof of Russian involvement in suppressing them by sending MVD soldiers. Security forces repeatedly used arson against buildings used by the protestors.
The repressive government collapsed because, as is commonly the case, high ranking members of the government became disgusted with the wanton murder of protestors & resigned or otherwise defected such that the government lost its ability to continue to escalate with violence. Thus, on 2/21/14, the Yanukovych was forced to compromise after having refused to negotiate up to that point.
Yanukovych & his top allies then - despite the situation having been resolved - immediately fled to Putin. Not because he feared for his life, but rather because he wanted Putin to back his restoration as a dictator.

The "pro Russia" vote was only 13% at most in later presidential & parliamentary elections, and most of that vote came from the Donbas areas affected by the war.
