Kansas had very loose laws regarding child murder for a long time, then very unenforced laws. And then people started killing child murderers, and even now it took like twenty years to get the law updated. Kansas is not a real red state, their laws are fucked up in ways you'd only expect to see in California.

If it's so rare, why oppose this bill?
Most people won't be affected and those that are will be forced to do the right thing.
This isn't trying to ban abortion over the 0.9% so what's their excuse? Really starting to sound like they just want to kill kids.

Kansas' state reporting act means that such a fine is levied per day of non compliance. Still a pittance.
