IIRC, she was in at least one of the what if comics that were not really following the story, but were created by other artists who were given the green light to write something in the TMNT extended universe. And I think one was possibly mixed race. The comics were black and white, and 80s hair if you remember that far back, was teased, and big and flowing. Perms were big, too.
But for the main storyline, she was white. Think like Spiderman with Peter Parker and Miles Morales. They're alternate timelines or alternate realities. But in the case of TMNT, they're not cannon. Some were made to be funny, some were silly, and some were just shadowing the main storyline, but with a different take on how the characters handled the situation.
Besides, this is getting really nitpicky. They happened (the comics and graphic novels in question) and were printed in 1986, likely before most of these people were born who are somehow upset at this.
I had the early comics and it was clear she was white. Standing next to a black character made it even more clear. Eric July was saying these clueless people on Twitter weren’t even born yet
