Felons in the US cannot vote, cannot defend themselves, and pretty much are unemployable. This bill is targeted at the people who are putting up flyers, banners, and projectors. That is pure first amendment usage, and the Republicans are trying to turn them into little more than slaves.

Projecting stuff on someone else's property is not "first amendment". What is First Amendment, though, is that you can't treat some forms of speech as disfavored compared to others.

So knock off the professional victim act. I know Republicans are bad. Your ravings are stupid though.

The projection of light is a common method of speech. I guess you could argue that just as you may yell but you may not use a bullhorn, the method of projection matters. it seems to me as an unregulatable thing. Unless you're going to argue it's light pollution.
