I'm confused where the "Trump is a right-wing fascist" talking point came from and how it spread so quickly among NPCs, but it's a sign that the bot itself is an extremist. Captain Kirk would easily talk this bot into self-destructing via a logic bomb.
By the looks of it it doesn't try to auto-detect "extremists", it just has a list of people, with e.g. Trump on it, and then when someone mentions Trump this bot replies.
The list of people is probably manual given that there's a description.
Possibly never if I'm reading the implication of the post correctly. I'd guess that they've leashed the thing to only view and 'report' accounts with the 'wrong' opinions.

That said, making an extremist detector bot on twitter is simple. Each flag or symbol in the name is 2 points. Each flag or symbol in the bio is 1 point. Pronouns in the bio is 4 points. If you get 4+ points, you're an extremist. (feel free to tweak the point values if you want).
I've seen someone summoning a bot to detect right wing boogeymen that another user follows. I would have figured people who would use that would already be using block lists to filter them out. Not sure what that's about.
