Their thought process: With mRNA we can make any vaccine for anything for 1 cent and sell them for $100, but we'll never get it through regulating agencies because it's inherently dangerous. But if we scare everybody into taking it in an emergency then the damage won't be attributed to the vaccine because of no controls.
Even worst case if people actually find out the dangers, now it's an accepted method with quantified dangers and they'll just use it for dangerous diseases where 1 in 10,000 odds of being crippled are okay.

CDC has nothing to do with such "safety tests." Clinical trials related to drug approval is the purview of FDA, and it was FDA that decided to issue approvals in absence of the required clinical trials. Clinical trial data is what's used to establish both efficacy and safety, with "at risk" manufacturing strictly prohibited under the CFR.
