Hard to tell with that lighting
It looks like she's wearing leggings under a miniskirt. To me, it looks like a choice that could be a concession to being outdoors at night and not ideologically motivated.
There's a full render of the new Ashley on the Resident Evil wiki, it's definitely just leggings under her usual skirt. She also still has her turtleneck and takes off the jacket at some point, per the last scene in Capcom's newest trailer.
Looks rather skin tight. As if that going to stop modders.
I dunno man. Bare pale legs are pretty passé to me. Pantyhose ftw.

What game is this anyway? Is it meant to be this dark?
It's funny as hell when that happens by mistake. There is a section where I would make her stay in the top of a tower while I do the fighting. I lead her up there and tell her to stay then jump down, and she calls me a pervert.
There was also an unlockable costume that put in her in knight armor. It made her invincible, and ganados would fall over trying to carry her away.
For all the pantsu and booba of the other outfits, that knight armor was the real MVP. Made babysitting her waaaaaay less of a PITA.
She turns into a tank. It literally helps you when the enemies go after her. It makes the game in general much easier when she is with you then when she isn't.
I swear the original game wasn't this dark unless it's a certain level, at this point you want female characters in skirts, go Japanese.
RE4 is a Japanese game
I don't know since it's Capcom, I get the impression they might be like Sony and Japanese in name only but heavily influenced by America.
