Made sense back then because the country needed rebuilding and the last thing the bureaucracy wanted to put up with was young, healthy, able-bodied men who chose NOT put their best effort to rebuild the country but still live comfortably in it.
If the Democrats are clever enough what they will do is raise the base tax, call it normal and introduce discounts based on how much you support their agenda.

Unlike animals, humans have the capacity to recognize a fake supernormal stimulus and conciously choose the normal real alternative.
(Some) Humans also have the capacity to perform a risk-benefit analysis and not take a shit deal.
