They are probably a/b testing it. If you notice dislikes disappear take a break from YouTube for a little while to skew their data.
Supposedly Brave in Incognito mode still shows dislikes.
The Newpipe app still does.
I heard they were rolling it out to some users. I can still see them at the moment.
