The Jolly Roger which most people here seem to confuse with "the black flag" is the flag of piracy and pirates. The ISIS flag is a black flag covered with the shahada, one of the pillars of islam.
If I had a neighbour who flew a solidly black flag I would have to bring them brownies and ask them how they became so based.
