I would say ban people from merely going outside and shoot people with rubber bullets if they protest, but they do that already.

Yes, repeatedly. Not 1,400 infected people a day, but enough that they let it get out into the community and cause outbreaks.

Australia has some of the most restrictive lockdown policies on the planet, and a third of the population has recieved two doses of the vaccine.
...So how do you get this leap in cases, in that environment?

With the new policy that people will, at random times, provide proof of where they are, Australia has become a digital panopticon.
It's so scary that this is true. Even at the end when Winston had gone through his... re-education... he was still able to go about, even met with Julia again. He was actually more "free" in that totalitarian hell-hole than the Aussies in today's climate.
