If I'm reading it right, they are talking about quarantine for high risk individuals instead of the current quarantine for everyone approach. Not that it's right to forcibly quarantine healthy individuals.

Think about who gets to define what qualifies someone as a "high risk individual". It's far too easily abused. It's the same reason I refuse to support letting the government forcibly incarcerate the insane.
Never give the government powers it can abuse. The question isn't "if" they'll abuse it, but "when".
Everyone who isn't a good little slave and taking their injections is going to get labeled "high risk". This is to purge dissidents.
