I'm guessing he is either falling on this sword to avoid the nursing home deaths (personally I doubt because it seems like that is swept under the rug) or he has managed to piss off a more powerful democrat.
Or.... he did his part, played his role, and as others said, his more evil replacement gets to step in and make the sort of drastic sweeping changes he may not have been able to get away with.
Given all the performative changing of the guard and behind-the-scenes puppet-pulling strings, I don't doubt for a second that this is all part of some larger, more sinister effort by the powers that be.

So this way they can sweep the moron who was held responsible for that stuff under the carpet, and keep doing the same things, with the people who ACTUALLY made those decisions still holding the exact same "levers of power"...

That's the whole point. The administration isn't going anywhere. They're not gonna put someone more "competent" or "conservative" in. They're just getting rid of the bullish figurehead, to replace him with someone equally bullish, but in this case female, so when she is next "killing grandma", or restricting people's liberties, she can claim girlboss points, so it is all fine and dandy...
That's the problem, and that is the WHOLE POINT, which you seem to be missing here, I'm afraid...
I find it utterly jarring that someone can get away with all this man did, during Coof and elsewhere, and yet, AND YET, because he dared to act like a normal man (allegedly) around some women, and made them "uncomfortable" (again, allegedly), he's a fucking monster, and has to go...

Yeah he could have posted a video of himself spraying poison gas in a nursing home while bragging he was killing off Trump voters and he'd be totally fine until he flirted with the nurse at the front desk on the way out.
